O PLANO DIRETOR DO MUNICÍPIO DE SANTA MARIA E SEUS INSTRUMENTOS DE COMBATE À ESPECULAÇÃO IMOBILIÁRIA

Resumo

A proposta do presente artigo é analisar o Plano Diretor do município de Santa Maria, Rio Grande do Sul, e seus instrumentos de coibição à especulação imobiliária. Centrando-se no conceito de função social da propriedade urbana, o presente artigo pretende observar a matriz da legislação urbanística do município, bem como sua relação com o fenômeno da retenção especulativa e as consequências desta prática para a coletividade.

THE URBANISTIC DIRECTOR PLAN OF SANTA MARIA E ITS INSTRUMENTS OF INHIBITION OF PROPERTY SPECULATION

Abstract: The purpose of this article is to analyze the Urbanistic Director Plan of the city of Santa Maria, Rio Grande do Sul, and its instruments of inhibition of the property speculation. Focusing on the concept of the social function of urban property, this article aims to observe the array of urbanistic laws of the municipality, as well as its relationship with the phenomenon of speculative retention and the consequences of this practice to the community.
